California low income EV incentive Driving Clean Assistance Program roll out

https://drivingcleanca.org/

The DCAP has (re?)started the program on a roll out schedule starting in Imperial County. LA county is estimated by Q1 2025. It’s for a purchase or lease of a new or used “clean” vehicle – it doesn’t have to be fully EV, it can be PHEV or an FCEV, excludes hybrids. Vehicle MSRP cap of $45k

You can buy a pre-owned car and get 4k from IRS and 4k from Edison. So 12k + 4k + 4k? Free car?
